2024 Rule of Law Index Released, Malta Ranks 48th Worldwide in Civil Justice

Malta was ranked 48th globally for Civil Justice, ranking 25th out of 31 countries in the EU and North America region, according to the 2024 World Justice Project (WJP) Rule of Law Index.

With a score of 0.60 in this category, the ranking highlights areas for improvement, particularly in ensuring civil justice is accessible, fair and free of discrimination or corruption.

Overall, Malta ranks 30th out of 142 countries in the Rule of Law Index, with an overall score of 0.67. This places Malta in 22nd place within the regional group.

The country performs best in Order and Security, ranking 10th globally with a score of 0.91, indicating high levels of peace and security.

Fundamental Rights also scored a strong 0.74; Malta ranked 28th and showed positive results in the protection of freedoms of expression, privacy and other fundamental human rights.

On Restrictions on Government Powers, Malta ranks 39th globally with a score of 0.63, reflecting moderate checks and balances on government authority.

The Free from Corruption category sees Malta in 40th place with a score of 0.64; This shows that there is a moderate level of corruption in government and public institutions.

Open Government is another area where Malta is ranked 32nd globally, scoring 0.63, indicating efforts towards transparency and public participation.

However, in the area of ​​Regulatory Enforcement, Malta ranks 43rd with a score of 0.59, highlighting the difficulties in ensuring fair and effective enforcement of regulations.

For Criminal Justice, Malta is ranked 28th globally with a score of 0.63, reflecting a moderate level of efficiency and impartiality in the criminal justice system.
