Charges detail how Savage avoided injury to man targeted in road rage

A man targeted in a shooting in Savage last week escaped injury after the bullet hit his cellphone in his pants pocket, according to charges against the alleged gunman.

Sounthone Lothirath, 47, of Shakopee, was arrested Friday and faces three felony charges in connection with the shooting that occurred around 11:50 a.m. Oct. 21 in the 13100 block of Independence Boulevard.

Although police initially said one person suffered non-life-threatening injuries, charges against Lothirath revealed the 40-year-old victim was ultimately uninjured.

According to the criminal complaint, the victim told police Lothirath ran a stop sign and nearly hit her in the roadway moments before the shooting.

The victim said Lothirath followed him to a customer’s home, confronted him and threatened to kill him.

The victim allegedly told Lothirath that he was “tweaking the stop sign” even though Lothirath was at fault for the incident.

Lothirath allegedly told the victim he lived around the corner and “stayed there” and threatened to kill him.

The victim went to his next stop and a few minutes later Lothirath allegedly walked past him and opened fire.

The victim allegedly described seeing a black gun, hearing gunshots, and feeling his leg burning.

“The first shot was fired into his face and he sped past,” the charges state, noting that there were three holes in the victim’s vehicle.

Investigators were able to identify Lothirath as the suspect based on highway camera footage, the victim’s description, and body camera footage from a traffic stop involving Lothirath in May.

Minnesota court records show Lothirath was convicted of 2nd-degree assault in Hennepin County in 1997 and was prohibited from possessing a firearm at the time of the attack.

He faces new charges in Scott County for possession of a firearm by an unfit person, drive-by shooting and second-degree assault with a dangerous weapon.
