I-95 gunman allegedly targeted colleague due to demotion

ELKRIDGE, MD. — Charging documents reveal what led to a shooting on I-95 in Howard County on Monday.

Investigators believe this may be a case of workplace retaliation.

Around 4:30 a.m., Ronald Victor Garcia-Rodriguez called 911 to report that he had been shot.

Maryland State Police found him walking injured along the northbound shoulder near the Prince George’s County line.

Rodriguez told troopers he pulled over on the side of the interstate because of a tire problem.

He claimed a co-worker named Kevin Gross pulled up behind him in a Buick and said “you must have hit a pothole or something.”

Rodriguez could see the tire was slashed.

That’s when Gross pulled out his gun and shot Rodriguez seven times in the torso and arm before running away.

Rodriguez said Gross accused him of being demoted at his job the day before.

Detectives tracked Gross’ phone to his home in Baltimore, where the Buick was seen parked outside.

Investigators conducting the surveillance noticed that Gross’ location had been changed to his workplace at Planet Aid in Elkridge.

Soldiers met Gross there and arrested him.

During an interview, Gross said he initially went to Rodriguez’s apartment to “fight with him.”

Gross admitted following Rodriguez when he got into his car to go to work, but claimed he later changed his mind.

Cell phone records told a different story; Gross was at the scene before Rodriguez called 911.

Surveillance footage also shows Gross hiding in his Buick with the lights off, while Rodriguez stopped at the BP gas station before he was shot.

Gross now finds himself facing attempted first-degree murder and assault charges.

He is currently being held without bail.

Rodriguez was taken to Shock Trauma. There is no explanation about his condition.
