The remains were reportedly found near 251 Crandon Boulevard. It sparked ongoing questions Tuesday morning.

“I’ve never seen a situation like this before in Key Biscayne,” said area resident James Harrington. “It is a very sad day for the family involved and the whole community.”

The disturbing discovery disrupted Harrington’s morning walk.

“Unfortunately, it looked like there was a body in a black bag,” he said.

Miami-Dade Police investigators said the head belonged to an adult male.

MDPD officers spent hours in SUVs and a police cruiser with Key Biscayne Police.

“There were about six or seven officers there and they were asking for no one to approach the scene,” Harrington said.

This investigation has now turned up a few clues, but no real answers yet.

“This is a very sad situation,” Harrington said.
