Harford County Sheriff’s Office searching for victims of home improvement theft

HARFORD COUNTY, MD. — The Harford County Sheriff’s Office is searching for victims of a home improvement contractor burglary scheme.

Detectives charged 33-year-old David Desell with preying on senior citizens in Harford County.

The investigation was sparked by a call to the sheriff’s office on Halloween.

Authorities said the adult child of one of the victims called them and said their mother had been abused by Desell in September.

Desell allegedly knocked on her door and offered his services to make repairs to her home, which turned out to be unnecessary or compensated for deficiencies.

A second victim who lived on the same street also reported being approached by Desell.

He allegedly told the victim that there was a crack in his foundation, which was causing a major structural problem and that his house could collapse if not repaired in time.

Desell allegedly provided forged documents, forged documents, invoices, licenses, and photographs to intimidate victims and that these repairs would never be completed or completed with the forged documents.

For example, the first victim was charged $3,124 for a Coachman door when a $418 replica was installed.

Both victims reside in the Bel Air area.

Desell was captured at his home on November 5 and later released on $5,000 bail.
