Police chief accused of using money for training but went on vacation instead

MONTEREY, Tenn. (WTVF) — A police chief in Putnam County is facing charges after an investigation by the Tennessee Comptroller’s Office for using a trip to Gatlinburg as a vacation rather than training.

Monterey Police Officer Bill Randolph allegedly misappropriated nearly $2,300 for a 2022 law enforcement training conference in Gatlinburg, the state announced Wednesday. Investigators said he did not attend the conference and instead went shopping and to restaurants with his wife.

Investigators at the auditor’s office said he submitted certificates of attendance through another officer who gave him QR codes to record the total 36 hours he was required to train.

“This investigation raises many ethical concerns,” Comptroller Mumpower said. “By involving his subordinates in his actions, he abused his position as chief, potentially undermining public confidence in his management of the department.”

A Putnam County Grand Jury indicted Bill Randolph on one count of theft of property over $1,000, three counts of official misconduct, one count of forgery over $1,000, one count of false entry in public records, and one count of violation of the Tennessee Personal and Business Code.
