A man arrested in Stillwater now faces felony charges for possession of explosives and ammunition after being convicted of a violent crime.

Wayne Robert Lund, 46, faces up to 15 years in prison and almost two years in prison on multiple charges after explosives were found in his car and hotel room.

The accusations came after Possible explosives found in his car on Saturday near Stillwater. Lund was pulled over on Route 36 by Oak Park Heights Police and arrested.

The stop was initiated after the officer noticed Lund’s vehicle registration expired in 2023, and Lund was arrested after he failed to provide proof of insurance or a driver’s license, according to charging documents.

While Lund’s vehicle was towed to Stillwater, two devices that appeared to be explosives were found during an inventory search of the vehicle. The first was nine small CO₂ the wicks were boxes held together with tape and the other was a PVC pipe with both lids screwed on.

A search of Lund’s room revealed a number of technological devices, including multiple phones, tablets, laptops, flash drives, methamphetamine, ammunition, a U.S. passport that did not belong to Lund, and a folder for documents related to explosives.

There was a hand grenade in another PVC pipe in the room.

Lund reportedly met with authorities after being read his Miranda rights.

Lund, who described himself as a sovereign citizen, said that the devices found were used for his rocket hobby and that he allegedly tried to reach different heights with his rocket. He reportedly detailed how he made black powder, which he learned while in the military, and how explosives were put together for a hobby.

He also admitted that the meth and ammunition belonged to him. Lund was convicted of threatening violence in 2014, but his civil rights were restored in 2019.

Lund faces two felony charges of possession of explosives or ammunition due to his past criminal convictions.
