HORRY COUNTY, S.C. (WMBF) – The Horry County Zoning Board of Appeals is preparing to consider a special exception for Big E’s Country Buffet and Seafood following outcry from residents of a nearby development due to noise concerns.

Located off Highway 9 in Longs, Big E’s requests an exception to on-site alcohol consumption and outdoor dining because it is located just 50 meters from the nearby River Haven project (much closer than the required 150 meters). Documents showing the agenda for the Zoning Board of Appeals’ Nov. 4 meeting.

WMBF News spoke with several River Haven residents who said they were most concerned about Big E’s late-night music playing, which they said started in the spring.

“The house was shaking. “The windows were shaking and there was a loud bang,” said Liz Green, who lives at the front of the River Haven development.

At least 50 people signed petition It called for “a review of existing noise regulations relating to Big E’s operations.”

Brandon Keenan lives across the highway from Big E and started a petition. Keenan said he and many others in River Haven have young children and the music makes it difficult for them to get proper sleep.

Documents show Big E’s did not have a permit for an outdoor patio when Code Enforcement inspected the restaurant on April 18.

They also say any outdoor entertainment or amplified sound in the Big E must meet the requirements of the County Noise Ordinance.

Breanna Chesnut, one of the owners of Big E’s, confirmed that the restaurant is currently closed.

He responded to residents’ concerns in a statement to WMBF News: “Members of the Longs community reached out to discuss outdoor dining, music and happy hours close to their homes. “We want to grow with our community and deliver positive change and growth.”

Michael Sams has lived in Longs for 15 years and said he appreciates the changes Big E has made in recent months.

“I’ve been here for over 15 years and we definitely need more organizations like what he did there,” Sams said.

The meeting will start at 17.30 on Monday.
