Each year, thousands of residents come to Cook County’s domestic violence court seeking protection from abusers.

A woman was murdered in Portage Park and her husband died by suicide this week after the abuse was documented in the courts.

In October, Judge Thomas Nowinski allowed Constantin Beldie to be released on electronic monitoring despite prosecutors’ request that he remain in prison.

on tuesday Lacramioara Beldie was stabbed to death.

“I think there’s a need to evaluate how we found ourselves here again,” Cook County State’s Attorney Kim Foxx said.

Illinois Comptroller Susana Mendoza said, “I don’t trust him or anyone else on the parking ticket issue. At this point, I think the honest thing for Judge Thomas Nowinski to do is to resign.” he said.

The Illinois comptroller has no control over judicial appointments, but spoke about it Thursday after reviewing court documents himself.

“She no longer has a voice because she is dead, but I will use mine to speak for her and other women who are afraid to leave their abuser because they believe this could happen to them,” Mendoza said.

Margaret Duval is the executive director of Ascend Justice, part of The Network, which advocates for victims of domestic violence.

“I think anyone who works in the legal system can complain that the court didn’t get the situation right,” Duval said.

A new pilot program is examining some fatal domestic violence cases to see what went wrong, Duval said. He said there are often many factors that lead to tragic outcomes.

The Chief Judge’s Office did not immediately respond to a request for comment Thursday.
