CEBU CITY — Mayor Raymond Alvin Garcia has launched an investigation into City Hall employees who allegedly attended last week’s rally by supporters of former Mayor Michael Rama.

Protesters gathered in front of City Hall on November 8, calling Garcia a “fake mayor” and asserting that Rama remains the legitimate office holder.

Garcia directed the Human Resources Development Office (HRDO) and the City Attorney’s Office, under the supervision of the City Manager’s Office, to investigate the incident.

He emphasized that any employee found to have violated the law could face legal action, including violations of Public Service Commission regulations.

“If, after investigation, any employee is found to have violated the Revised Penal Code or special laws, criminal action will be taken accordingly,” the mayor said. he warned.

The unauthorized rally was attended by several City Hall employees and was closely monitored by the Cebu City Police Office (CCPO).

Police presence was increased to maintain order and prevent possible unrest as emotions ran high among Rama’s supporters.

Cebu City Police chief Col. Antonietto Cañete said that while they allowed the protest to proceed peacefully, they remained vigilant to ensure public safety and prevent disruptions at City Hall.

Following the protest, former city manager attorney Collin Rosell held a press conference in the Mayor’s Office conference room.

Rosell, along with Rama and other officials, claimed that his six-month preventive suspension had expired on Nov. 6 and that he was continuing to serve as city manager.

However, Rosell was arrested that evening for alleged “usurpation of power” after issuing a memorandum in his capacity as city manager.

The complaint was filed by current City Manager Kristine Joyce Batucan, highlighting legal issues surrounding the attempted return.

Rama’s legal team, including lawyer Estong Rama, challenged the validity of the dismissal decision, arguing that the municipality had not formally implemented the Ombudsman’s decision. They claimed that dismissal without proper notice was not legally binding.

Outside, supporters demanded Rama’s reinstatement, holding banners and chanting slogans criticizing Garcia’s early reinstatement.

In response, Garcia, along with Cañete, reassured the public that City Hall operations would continue uninterrupted, underscoring the administration’s commitment to stability amid ongoing legal battles.
