The Welsh Conservative leader’s social media post “brings the Senedd into disrepute”, a report has found.

The Welsh parliament’s standards commissioner has received two separate complaints about the use of the term “blanket” in relation to the assumed 20mph speed limit by Andrew RT Davies.

Default speed limit of Wales residential areas reduced from 30mph in September last year.

It encountered serious opposition in the form of record breaking petition on Senedd Restrictions on the website and some roads were later reviewed.

An investigation into similar comments was previously published in January but Mr Davies was later cleared of breaching the code of conduct.

On February 1, the commissioner received a complaint that Mr Davies “inadvertently continued to use the term ‘blanket’ when referring to the 20 miles per hour decision”.

A further complaint was received on February 8 because Mr Davies had continued to describe the default limit as a “general” limit because the commissioner “determined it was not right” to do so.

The inter-party standards committee found Mr Davies had breached two rules of the code of conduct but he was cleared of a further breach of the code.

Last month, Welsh Conservative Senedd member Natasha Asghar was also revealed to have breached the code of conduct. Because of his use of the term “blanket”.

Some have objected to the term “blanket” on the grounds that the default limit does not apply to all Welsh roads.

In his submissions to the Commissioner, Mr Davies said he believed he was entitled to describe the limit as a “blanket” limit.

He said he used the statement in the Senedd on January 30 and that it was not called to order.

Mr Davies was found to have breached the code of conduct, which states that “members must not act or behave in a way that brings the Senedd into disrepute or its members generally”.

It was also found that he violated the code of conduct rule that “members must comply with general principles” listed as “selflessness, honesty, objectivity, accountability, openness, honesty, respect and leadership”.

Senedd commissioner Douglas Bain said in his report that “as leader of the Welsh Conservatives and an experienced former member of the conduct standards committee, it was the member’s duty to set a good example.”

The committee recommended that Mr Davies be reprimanded as a way for the Senedd to express its disapproval; This also excludes suspension.
