Potsdam board approves resolution giving city clerk the option to hire extra deputies without having to go through the Civil Service

POTSDAM — The town board recently cleared the way for town clerks to receive additional help in the office if future workloads warrant it, without having to go through the Civil Service process.

Board members approved the decision at their meeting on November 7.

According to the resolution, “The City Clerk is authorized to appoint not more than three (3) Deputy City Clerks, with the power and authority granted to persons appointed pursuant to Article 30 of the City Code of the State of New York and such other persons as may be granted to them by this Board. Third.” The Deputy City Clerk shall have the authority to act on behalf of and in place of the City Clerk in the absence of the City Clerk.”

Town Clerk Cindy Golliber explained that the decision does not mean she will hire a room full of town clerks.

“You (the town board) control the money,” Golliber said. “Just as John (Keleher, the town’s high overseer) has the power to appoint his people, I can appoint the first deputy or first deputy. The second and third MPs are currently in public office.”

Golliber reiterated that the town board will always control his office’s funding, so if the board decides not to fund extra clerks, they won’t be able to recruit additional deputies no matter what.

“This will just allow us to not have to go through the Civil Service,” he told the board.
