Phoenix church becomes affordable housing project for single parents

Construction began Wednesday on Phoenix Scholar House, an affordable housing project that will offer private rooms to people who need affordable housing while they continue their education.

The project is being built on the site of an old church that was demolished for reconstruction. Brinshore Development purchased the 1.5-acre site from East Phoenix Church of God in August for $3.23 million, according to real estate database Vizzda. Church One of several metro Phoenix churches to be sold for redevelopment in the last few years.

The 56-unit complex will be located on Thomas Road and 18th Place, just north of Phoenix Children’s Hospital. At least 20 of the units will be dedicated to the Scholar House model, created for single parents who need affordable housing and other support while pursuing higher education, including community college, trade school or university education. The program was created by Family Scholar House, based in Louisville, Kentucky, and the Phoenix project will be the first Arizona project associated with the program.

Save the Family, a Mesa-based nonprofit that helps families facing homelessness stay together, and Brinshore Development, which has developed other Family Scholar House locations in other states, are the developers of the project.

Save the Family CEO Robyn Julien said Save the Family focuses on housing and other resources for people experiencing homelessness. In addition to housing, the organization provides other resources such as a staff therapist, job training, child and youth programs, budget assistance, and other assistance to families.

About 80 percent of families who go through the organization’s programs become self-sufficient and find permanent housing after completing the program, Julien said.

“This is a unique, two-generation approach,” Julien said, adding that 90% of those served by Family Scholar House nationwide are single mothers and many are survivors of domestic violence. Phoenix Scholar House will provide support to both parents and their children while living in the apartment.

Julien said many of the people living in Family Scholar House projects across the country are oriented toward healthcare, so partnering with nearby healthcare organizations like Phoenix Children’s Hospital will provide opportunities for area residents as well.

At the groundbreaking ceremony Wednesday morning, Maria Wilson, Family Scholar House’s partnership program director, talked about her experiences with the program when she was a young single mother. After experiencing housing instability and homelessness for much of her life, Wilson gave birth to her son as a young teenager. After her baby was born, she Googled how to go to college.

He enrolled in community college but had difficulty balancing schoolwork with his other responsibilities. She then connected with Family Scholar House, which provided support and resources to help her succeed in school. He has since graduated from the University of Louisville and completed his master’s degree.

“My son is performing outstandingly right now. “The curse of the generations in his life has been broken,” he said.

Construction is expected to take about a year, and the apartments are scheduled to open in late 2025.
