Manitowoc County prosecutor reveals evidence in Jesse Vang case

TWO RIVERS, Wisconsin (WBAY) – New information about the Manitowoc County prosecutor’s office’s case against Jesse Vang. He is the man accused of abusing 3-year-old Elijah Vue, causing his death and disposing of his body.

In court this week, prosecutors provided more information about the five-day period they say is critical to this case.

Special Agent Justen Ragen of the State Bureau of Criminal Investigation took the stand at Jesse Vang’s controversial preliminary hearing Wednesday. Ragen responded to Two Rivers on Feb. 20 for the Amber Alert.

He said his team has since worked backwards, trying to determine when 3-year-old Elijah Vue was last seen in public.

It is believed that these may be the last photos of Elijah Vue, taken from an auto repair shop on Friday, February 16. We spotted this vehicle earlier in the review, a 1997 beige four-door Nissan Altima. It was shared on social media that police were looking for security camera video.

Special Agent Justen Ragen said Vang borrowed the vehicle from another person on Feb. 19, the day before Elijah reported it missing from his Mishicot Road apartment.

According to Ragen, Vang took the keys between 2 and 3 pm on February 19. Mobile phone data helped researchers narrow down the time period, Ragen said. Vang’s cell phone showed no texting activity for about an hour at Vang’s apartment on February 19. abnormal.

Considering this time period, authorities set out to find video evidence of the Nissan Altima Vang was driving. Investigators found video that they believe shows Vang returning from an area off Kristy Bob Lane in Two Rivers where the remains of Elijah Vue were found.

At 6:21 p.m., security footage from a business on Johnston Street captured the Nissan Ultima. 20 minutes later, Ultima was spotted on Highway 310.

At 6:44 p.m., Ultima is seen heading toward the city of Two Rivers on Hawthorne Boulevard.

At 7:05 p.m., Ultima’s St. Investigators say Vang was seen entering the parking lot of St. Vincent de Paul, then went out and left a bag at the door. Investigators recovered that black bag, saying crime lab tests revealed a positive DNA result for Elijah Vue.

When Vue’s remains were found on Kristy Bob Lane, authorities noticed an unusual gravel-sand-like substance.

Investigators linked this to the person who loaned the vehicle to Vang. The vehicle contained buckets of sand for use at Vang’s apartment complex during the winter months.

In the hours before the vehicle departure on February 19, investigators found Vang’s Google Maps activity suspicious. The special agent said Google-recorded information was found zoomed in off Kristy Bob Lane, very close to where the remains were found.

On the morning of February 20, Vang called the police to report Elijah Vue missing.

In court, the special agent said they could drive the route. They believe Vang disposed of Elijah Vue’s body within an hour.

Vang will appear in court again in approximately 10 days.
