What about all mail-in voting situations?

Some states, including California, Colorado, Hawaii, Nevada, Oregon, Utah, Vermont, and Washington, as well as the District of Columbia, have switched their elections entirely to mail. This means that all registered voters are sent ballots by mail within a certain period of time, and voters can choose to fill out those ballots and return or ignore them and vote in person.
