Inmate seen attacking Hillsborough inmate deputy at Falkenburg Road Jail

TAMPA, Fla.Video from Falkenburg Road Jail in Tampa shows the moments an inmate attacked a Hillsborough County detention deputy nearly two weeks ago.

Raheem Fulton, 25, is accused of assault that left a detainee deputy seriously injured and appeared in a Hillsborough County courtroom where jailhouse video has become the new focus of the case.

The Hillsborough County Sheriff’s Office released video of the attack on Thursday. In the footage, it is seen that the conflict lasted more than 10 minutes, starting with the attack, and then other deputies trying to restrain the prisoner.

Investigators said Fulton was questioned by a detention deputy in one of the jail’s housing units. HCSO Detective Robert Wright said when the deputy tried to handcuff Fulton, Fulton broke free and began punching the deputy. The attack lasted four minutes before anyone intervened.

“In the middle of the struggle (the deputy) lost his radio and fell to the ground. He was out of reach. He couldn’t call for help or anything like that,” Wright testified in court Monday. he said.

Eventually, several other inmates take Fulton away from the deputy. In the video, the deputy appears to get off the ground after the attack and is able to pepper spray Fulton, then tackle him back to the ground.

Another deputy arrived to help, and then about a dozen deputies were seen arriving to help handcuff Fulton. Deputies are then seen in the video placing Fulton in the chair.

Investigators said the deputy suffered multiple serious injuries, including a broken orbital bone.

Hillsborough State’s Attorney Suzy Lopez said she plans to try the case herself and push for a maximum sentence of 30 years in prison for Fulton, who she said has a history of violent crime.

Earlier this week, the sheriff’s office asked a judge to block the media from recording security video of the attack. The video was expected to be used at a hearing on Fulton’s behalf.

This week, Hillsborough Sheriff Chad Chronister noted safety concerns regarding the release of the video.

“Until we got some mechanisms in there and mitigated some of the security issues that we identified with this act of violence against our deputy, I thought some other people might see this and think, ‘Hey, listen, if this somebody can do this, so can I,'” Chronister said. “That’s the only reason. I’ll release it at some point when I fix it.”

On Thursday, the sheriff said they released the video in a way that maintains safety and security.

“The Hillsborough County Sheriff’s Office prioritizes the safety and security of all individuals in our secure facilities, including the Falkenburg Road Jail,” a spokesperson for HCSO said. “While these environments require stringent security measures, we are equally committed to maintaining transparency in our operations.”

FOX 13 previously spoke with retired corrections officer and federal union representative Joe Rojas, who shared his concerns about the attack.

“Even just one minute, let alone four minutes, feels like forever,” Rojas said. “This is ridiculous and scary. It’s surprising he survived. Thank God he survived.”

Rojas said he was shocked to hear how long the attack lasted.

“Let alone fighting for your life for a minute,” Rojas said.

Rojas questioned whether this incident pointed to a problem with staffing in detention centers across the country.

“Staffing from the state to the city to the county,” Rojas said. “And we’re all dealing with the same thing. It’s incredibly low and dangerous.”

On Thursday, the sheriff made another motion asking that surveillance video inside the jail remain secret. The motion stated that the entire security video shows the location and number of security cameras in the prison and the location of the deputies in the prison.
