Competence hearing launched for man who allegedly stabbed teenagers to death ‘randomly’

MEDIA COURTHHOUSE — Competency hearing for Clifton Heights man accused of murdering a teenager There was an unprovoked attack planned for December on Upper Darby Street last year.

Marson Weh, 24, of the 100 block of Willowbrook Road, is charged with first-degree murder and related offenses in the April 21, 2023, stabbing death of 15-year-old Michael Garr in the 200 block of Bridge Street.

‘Random’ act of violence

According to information previously released by the police:

Officers were called to the scene of the stabbing at 9:43 p.m. Officer Thomas Gardner found Garr on the sidewalk next to a witness holding a towel around the teen’s neck.

Garr suffered a heart attack and died despite police life-saving efforts. Arriving paramedics declared him dead at 21.56 and his death was ruled a homicide.

The victim was walking home from his girlfriend’s house in Clifton Heights when he was attacked in the street.

Investigators said surveillance video showed a man identified as Weh following Garr to the area where he was later found. Part of the video claims Weh suffered fatal injuries within meters of Garr on Bridge Street at 9.40pm.

Police noticed the distinctive clothing the suspect was wearing and continued to track his movements after the stabbing with other security cameras. One of these videos allegedly shows a clear image of the suspect’s face, which was matched to Weh via facial recognition technology.

Weh was arrested in May in Ohio on an assault and carjacking warrant and identified himself in a photo taken from surveillance video shortly after the murder.

He told detectives that he went for a walk that night after an argument with a girl he was seeing.

When Weh was detained, he was wearing clothing with a brownish stain on his hips. The fabric cut from the stain was tested and allegedly matched a DNA sample taken from Garr.

Delaware District Attorney Jack Stollsteimer said at the press conference where he announced the murder charges that there was no reason for the murder and that it was random.

Has competence been regained?

A defendant in a criminal proceeding is presumed to be incompetent if, due to mental disease or impairment, he is unable to understand the charges against him and the consequences of the trial and/or to assist in his own defense.

Common Pleas Court Judge G. Michael Green Declared Weh incompetent to stand trial in May After a brief hearing attended by defense attorney Joseph Schulz and First Assistant District Attorney Tanner Rouse, two qualified psychologists reached the same conclusion, he said.

Rouse and Schulz agreed at the time that Weh would remain at Norristown State Hospital until he was competent to stand trial for Garr’s death.

According to Rouse, that time may have arrived.

Rouse, head of the competency program at Norristown, Dr. He said Michael Gavetti reviewed various exhibits provided by the state and issued a report Oct. 9 stating Weh was competent. He has since been returned to the county jail in Concord, Rouse said.

Schulz requested a contested competency hearing, scheduled for Dec. 6.
