City councilors struggle to agree on how to move property tax proposal forward

There was confusion and frustration among the ranks Friday as Boston City Council members tried to figure out how Mayor Michelle Wu’s newly revised tax proposal would make it through the council’s approval process.

Wu announced the overhaul plan two days ago, following months of public advocacy and negotiations between his office and Greater Boston business leaders. This regulation aims to protect Boston homeowners from a sharp increase in property taxes by taxing commercial properties beyond the current legal limit over a three-year period.

The Boston City Council had already approved an earlier version of the plan that called for higher taxes on commercial properties over a longer period of time, but that was stalled in the legislature. Now the council is back to being the first hurdle in the multi-step approval process that Wu said must be completed by the end of November to provide relief to Boston housing taxpayers.

“We are under a time constraint,” City Council President Ruthzee Louijeune said, agreeing to the approval timeline for the revised proposal to be formally presented before council and committee during Friday’s emergency meeting.

Council presidents may call an emergency meeting at their discretion in accordance with council rules. Friday was the first time the council held a virtual meeting under Louijeune’s leadership and the first time it held an emergency meeting under Louijeune’s leadership.

“I am trying to ensure that we take action as quickly as possible, without further unnecessary delay, so that we can deal with this matter,” he said.

After the city clerk read the new tax measure into the record, Louijeune immediately moved to adjourn the meeting. As the vote took place, council members appeared resentful and confused about next steps because they were not informed of the deliberations that led to the vote.

“I had a point of order, too,” South Boston councilman Ed Flynn interjected when it was his turn to vote. Flynn has repeatedly stated that he is considering a mayoral bid next year.

“We are in the middle of a roll call vote to postpone,” Louijeune responded. “I don’t like disrupting the vote. Finally I will receive your order point.

“I want to know if there are plans to have a meeting anyway,” said At-Large Councilwoman Erin Murphy. “Will there be an expectation that we will vote on Wednesday? So is there any expectation that this body will hold a hearing to discuss this new tax proposal? Because it seems like a lot of other people in the city have had the pleasure (or) opportunity to actually engage in this conversation, but we on the council have not.

After the council unanimously voted to postpone, other questions began to arise.

“If we’re going to have a special meeting and put it on the record and then put it to a vote on Wednesday, I want to know the protocols and policies and procedures because you didn’t specify that,” At-Large Council Member Julia Mejia told Louijeune. “So it felt rushed.”

“This was an emergency meeting and, frankly, the first meeting that I attended,” said Dorchester City Councilman John FitzGerald, one of five council members elected just a year ago. “What is an emergency and, you know, who decides that?”

“I’d rather ask all these questions now so we can get through them,” said Flynn. “Looks like we’re rushing to finish the meeting.”

“Thank you and I appreciate it,” Louijeune responded. “Normally when items are referred to committee … if we are treating it as a regular meeting, there is usually no discussion and I did not see any hands before we (voted to) adjourn.”

Finally, East Boston Councilwoman Gabriela Coletta Zapata, chair of the council’s government operations committee, said a hearing will be held to allow public testimony.

Louijeune abruptly ended the meeting after an attempt to reconsider the postponement failed.
