On Monday, St. A man who allegedly shot and killed someone during a road rage fight in St. Paul now faces murder charges.

Ian Loi Bursey, 25, of Minneapolis, has been charged with two counts of second-degree murder, court documents show. Shooting death of 26-year-old Tajai Evans.

The criminal complaint alleges that Bursey drove Evans off Interstate 35E into St. Louis after the two drivers argued at a red light. He allegedly followed the Toyota Corolla in which he was a passenger to a smoke shop on Dale Street in St. Paul.

The driver of the Corolla told investigators he swerved across a lane of the highway to make room for Bursey’s Hyundai Sonata, but the Sonata moved forward and gave him a brake check. The driver said he swerved into a different lane and onto Maryland Avenue. While stopped, Bursey allegedly accused the other driver of cutting him off.

Bursey told investigators the other car cut him off “about five times.” He added that when he confronted the other driver, the men in the car were “laughing and pointing at him.”

Following the change at the traffic light, the Corolla headed west on Maryland Avenue, then turned onto Dale Street and eventually made a U-turn to reach a shopping center parking lot just north of Front Boulevard, the criminal complaint said. Bursey allegedly followed them into the parking lot, threw something at the Corolla and pulled over nearby.

The two men in the Corolla stopped at a tobacco shop in the mall and noticed Bursey’s Sonata. Evans allegedly walked towards the vehicle to confront Bursey and began punching him. After a few punches, Bursey grabbed his gun from his car and started shooting.

In his statement to investigators, Bursey claimed he fired the gun in self-defense and did not intend to kill Evans. He also said he thought the other men might have been carrying guns “because they were holding their pockets and acting sloppy,” the complaint said.

Following the shooting, Evans returned to the Corolla and crashed near 12th and Cedar streets after the driver began heading toward the hospital.

Officers arrived at the scene of the crash to see a nurse providing first aid to Evans, who was unconscious and not breathing. He was pronounced dead at the scene. The autopsy revealed that he was shot in the chest, forearm and hip.

Bursey is currently in custody at the Ramsey County Jail. His first hearing will be held on Thursday.
